If you're a more conceptual learner, this is your teacher. Tests are more concepts based than fact based. Notes aren't very structured though. Nice lady if you talk to her outside, willing to help. If you put in the effort, so will she.

Withers is a horrible teacher. You think the class will be ok because she uses power point and gives you notes, but the tests are impossible. If you take her, get ready to read the entire textbook and still fail a few tests.
